Job Role:  :   Head - Credit Risk Monitoring & Control Unit.

Job Location: Muscat , Oman 

Reporting to : Chief Executive Officer

Job Description

An efficient and effective Credit Monitoring & Review system should help the management to monitor the overall quality of the total Credit Portfolio and its trends. Consequently, the Management could fine tune or reassess its credit strategy / policy accordingly before encountering any major setback.

The Unit shall encompass, broadly, under 2 main categories, as below:

  1. Credit Monitoring & Control
    1. Conduct of account
    2. Reviewing operation in the account in case of existing customers
    3. Keeping a track of repayment history of customers
    4. Keeping a track of excesses over credit limits
    5. Monitoring of repeat extensions of due dates for trade related facilities.
    6. Facility Covenants
    7. Ensuring adherence to financial & non-financial covenants stated in the financing agreement and any breach to be escalated at appropriate level for remediation
    8. Keeping a track of deferrals granted by the MCC such as takaful, valuations etc.
    9. Monitoring of timely renewal in extensions of facilities and maintaining annual reviews.
    10. Monitoring of timely valuation of properties mortgaged with the Bank as per Bank’s policy.
    11. In case of working capital finance facilities, ensuring that the inventory or goods at the obligor’s premises are inspected at regular intervals and in case of perishable goods or where their value diminishes rapidly (e.g. electronic parts / equipment), additional precautionary measures  are taken in a timely manner.

b.    Review of Credit Management Process

 

The Unit shall be responsible for conducting reviews of all major financing facilities extended by the Bank on periodic basis. Such review should, at minimum, cover the following aspects:

1.  Assessment of the Asset Handling Unit (Business Units) with specific focus on

  • Compliance with Credit Policy & Manual
  • Risk Recognition
  • Availability of sufficient Management Information System
  • House Keeping
  • Judge whether the account officer is properly monitoring individual credits
  • Determine that the credit files are complete and that all approvals and other necessary documents have been obtained
  • Review of credit approval and exception authority matrix and suggest improvements
  • Review of limit authorization/ utilization

2.   Assessment of the Assets Portfolio with specific focus

  • On adequacy and effectiveness of Credit Assessment / Analysis / Appraisal / Presentation by Risk Management
  • Compliance with CBO Regulations / Credit Policy & other Guidelines

3. Reviewing of financing documentation & credit administration process

  • Reviewing of all major financing agreements and other documents submitted by customers.
  • Ensuring that CAD has conducted all verification steps as prescribed by its SOP/procedures in respect of ensuring authenticity and genuineness of the documents.
  • Ensuring that all securities have been perfected and deficiencies if any, are duly approved by the respective approving authorities.
  • Ensuring the mechanism is in place for follow up on documentary deficiencies and securities imperfections.

4.   Review of collection and recovery

  • Reviewing the collection and recovery processes.
  • Ensuring the accounts are correctly placed in their classification profile.

5.  Maintaining quality Reporting & MIS

  • Producing daily, monthly and quarterly reports on the unit activities and circulate to all key stakeholders.
  • Addressing Management Credit Committee on quarterly basis on credit performance and unit recommendations to improve

Internal Process

  • Review and present reports to the management team, discuss findings which will support the Bank in making decision pertaining area.
  • Work closely with other business units such as WSB, Credit Administration, Retail Banking, IT, Risk Management and other internal Control functions for identification and mitigation of Risk.
  • Promoting Credit Risk Monitoring & Control Culture through-out the process based bank Credit Risk & Control understanding to prevent for the same.
